New rollout

One image per manifest slot, e.g. linux_hosts/tcu-iwg26i/os_image or ecus/vcu. Picking an image fills the slot from its component and format; edit it if the guess is wrong.

Target VINs (comma- or newline-separated)Approve immediately (non-customer images only -- dispatches now)
